民间资本合作参与基层图书馆建设应坚持平等合作、权益保障、规范管理、多方协同四个基本原则,以政府为主导,政府文化部门实施,公共财政在场地、人力和运行经费上给予支持,家庭或社会组织通过协商出让房产、基础设施和人力等资本,乡村社区自治机构配合、其他社会力量协作支持,共同建设基层图书馆,以达到政府、民间力量和居民共同受益的目标,最终实现基层图书馆的多元化建设和社会共同治理。
