如何保障SO_2排污权有偿使用顺利实施,排污权的初始分配是关键。比较分析目前我国常见的几种初始排污权分配方法,依据初始分配的原则,建立H省火电厂二氧化硫排污权初始分配的评价指标体系,运用层次分析法计算得出各指标的权重。在此基础上,构建初始分配模型,并结合平权法与历史数据法对初始分配模型进行改进。从分配结果来看,该模型具有一定的公平性和效率性,既可以鼓励先进企业,又不限制相对落后企业。

How to ensure the smooth implementation of the compensation for SO_2 emissions, the initial allocation of emission rights is the key. Comparing the current common initial emission rights allocation in China, according to the principle of initial distribution, the evaluation index system of the initial distribution of sulfur dioxide emission rights from power plant in H province is established. Then, the weights of the indexes are calculated by using AHP. On the basis of this, the initial allocation model is constructed, and is improved by combining with the method of historical data and equal rights. From the distribution results, the model has a certain fairness and efficiency, both to encourage advanced enterprises, but not limited to the relatively backward enterprises.
