从“选举民主”到“协商民主”:英国工党的改革经验与启示被引量：2

摘要英国工党党内存在以工会力量为基础的左翼和以议会党团为基础的中左两个权力中心。党内民主选举制度的滞后和政党政策制定机制的封闭使得党内政治参与不足,左翼力量容易控制政党政策,由此引发政策偏激,带来选举惩罚。1979年工党大选败北之后开始了党内选举制度和政策制定机制的改革,在选举制度上改变原来的"代表式民主"为"选举团民主",在政策制定机制上改变原来的全国执行委员会主导为以全国政策论坛为核心的议会党团主导的机制。工党改革经验给我们的启示是注重党员参与的广泛性以及政策制定的协商性,党内选举民主和协商民主要协同发展,不可偏废。
