2003-2012年山东省卫生总费用筹资水平和结构的变动分析

Fluctuation analysis on total health expenditure financing level and structure from 2003 to 2012 in Shandong province

[目的]分析山东省2003-2012年卫生总费用筹资水平和结构的发展变化。[方法]运用筹资来源法对山东省卫生总费用进行测算分析。[结果]2003-2012年10年间,山东省卫生总费用年平均增长率为19.11%,占GDP比重由3.3%波动上升至3.86%,对GDP的弹性系数为1.12,2012年人均卫生总费用达到1991.65元。政府卫生支出比例呈增长趋势,对全省财政支出的弹性系数为1.23,居民个人现金支出比重从55.70%降低到36.50%。[结论]山东省卫生筹资水平增长迅速,筹资结构不断优化,但与国内相关数据相比仍有可调整的空间。后续应适当提高卫生总费用占GDP的比例,进一步优化卫生筹资结构,强化政府在卫生筹资中的作用。

Objective To analyze health total expenditure financing level and structure from 2003 to 2012 in Shnndong province. Methods Financing source analytical methods were applied to estimate health total expenditure. Results The average annual growth rate of health total expenditure was 19. 11% during these ten years. The proportion of GDP increased from 3.3% to 3.86% and its elasticity coefficient to GDP was 1. 12. The health total expenditure per capita increased to 1991.65 yuan in 2012. The proportion of government exponditure was increasing, and it＇s elasticity coe61cient was 1.23. The proportion of out - of - pocket expenditure decreased from 55.70% to 36. 50%. Conclusions The health total expenditure financing level in Shandong increases quickly, financing structure is optimizing. But it still has adjustable space which compares with native relevant data. It needs to increase the proportion in GDP, further optimize health Financing structure and strengthen the function of government in health financing.
