东北地区制造业转型升级的障碍与突破

Obstacle and Breakthrough of the Transformation and Upgrading of Manufacturing Industry in Northeast China

制造业是国民经济和社会发展的物质基础,也是衡量一个国家竞争力强弱的重要标志。针对我国制造业产能过剩的严重状况,加快推进转型升级已经迫在眉睫。目前,东北地区制造业面临的转型升级障碍是:生产集中度低、规模效益较差、产业关联效应不强、发展模式粗放、技术水平不高。因此,发挥优势产业协同发展效应,智性承接发达地区产业转移,大力推进企业技术创新,促进制造业服务化,是东北地区制造业摆脱转型升级困境的主要对策。

Manufacturing industry is the material foundation of national economy and social development and the key sign to measuring national competitiveness. The surplus of the production in manufacturing industry is severe and it is urgent to transform and upgrade. Presently, the obstacles of this change in the manufacturing industry in Northeast China are： low concentration level of production, low efficiency of scale, weak interaction of industries, rough pattern of development and low level of technology. Therefore, to tackle the problems, we should bring into play synthesis of superior industries, rationally accepting the transfer of industry from developed area, greatly promote technological innovation of the enterprises and propel service of manufacturing industry.
