Street-cleaning is an important component in municipal system. While urbanization is accelerating development in U.S., New York City becomes the Nation’s largest city. However, residents’ health begins to deteriorate. The Municipal Government of New York is the first city in the nation to reform the street cleaning, using miasma causing disease theory. It also marks the beginning of the movement of urban public health. With the influence of progressive movement, George E. Waring brings this reform to a climax. The street-cleaning of New York has improved, becoming a role model for other cities.
