构建全民健康覆盖视角下“医养结合”养老服务模式的必要性

The Necessity of Implementing the “Medical and Nursing Integration” Service Mode under the Perspective of Universal Health Coverage

目的:探索构建全民健康覆盖视角下的"医养结合"整合服务模式。方法:在全民健康覆盖视角下分别从人口覆盖、服务覆盖及质量保障、财产风险分担三个维度分析我国养老服务业面临的严峻挑战,探讨实施医养结合服务模式的必要性和重要性。结果和结论:针对老年人应实施"医养结合"整合服务是必要的,应建立老年人长期护理保险制度,加强政策法规、人才培养及信息化等保障措施建设。

Objective： To explore the ＂medical and nursing＇integration＂ service mode under the perspective of constructing Universal Health Coverage（UttC）. Methods： It analyzed the severe challenges respectively from the dimensions of population coverage, service cow, rage and quality assurance and risk sharing in China under the perspective of UHC. It discussed the neeessity and impor- tance of implementing medical and nursing integration mode. Results and Conclusion： It was necessary to implement ＂medical and nursing integration＂ service mode I^r the elderly. It needed to establish the long-term nursing and insuranee system for the elderly, enhance the insurance measurement eonstruction of policy regulation, talent training and iutormationization.
