产业建设是"丝绸之路经济带"建设的落脚点。通过逻辑梳理,形成以物流产业建设为先导,能源产业建设为核心,旅游产业建设为延伸,金融产业建设为保障的"丝绸之路经济带"建设体系。进一步,为保障这些产业建设的顺利进行,提出两条基本建设机制,即多国合作机制与跨境问题处理机制。这些机制既保障产业建设的有效合作,也注重问题的及时处理,以期实现合作共赢。

The industrial building is the root of the development of the Silk Road Economic Belt. The logic analysis leads to a comprehensive building frame of developing logistics as frontier,energy as the core,tourism industry as the extension,which are supported by the sound financial industry. Besides that,it is also pointed out in order to maintain the smooth construction,two pieces of basic mechanism should be emphasized,including that of multi- country cooperation and cross- border dispute resolution; hence the cooperation between economies can be guaranteed,at the same time,conflicts can also be solved quickly,which may help decrease the further disputes and realize win- win.
