广州市某三甲医院托管帮扶基层医院管理模式的实践与思考

Practice and Thinking of Primary-hospital-trusteeship of a Grade A Tertiary Hospital in Guangzhou

本文以广州市某三甲公立医院托管帮扶基层医院管理模式的实践为案例,分析三权分立治理视角下公共私营合作关系(PPP模式)的托管的做法。从医疗业务量、医疗效率、财务状况、社会效益4个方面分析托管效果。提示托管模式可实现优质医疗资源的上下联动,使资源合理化流动,过渡的PPP模式可为公立医院改革提供借鉴。

Taking the practice of primary - hospital - trusteeship of a grade A tertiary hospital in Guangzhou as example, this paper analyzed trusteeship of public private partnership under the PPP model in the view of separation - of - powers governance. This paper analyzed the effect of trusteeship from aspects of medical business volume, efficiency of medical, financial situation and social benefit. Trusteeship can achieve the ver- tical linkage of high -quality medical resources and promot rational flow of medical resource, and the transition of the PPP model can provide a ref- erence direction for the reform of public hospitals.
