中国矿业资本市场的发展与完善

随着经济全球化不断深化,国际金融资本对矿业的介入程度日愈加深,矿产资源资产化、资本化运作已经成为国际矿业市场合作与竞争的常态,而国内矿业资本市场还不成熟,资源管理方式亟待与资本市场相结合并实现转型升级。通过分析资源、资本与矿业市场之间、矿业权市场与资本市场之间的关系,表明实行矿产资源资本化管理既有理论基础又有现实需要;通过对我国矿业市场的发展历程的回顾与总结,反映出我国矿业资本市场还不健全,应当充分利用现有的有利条件,全面推进以《矿产资源法》修订为核心的矿业立法,在主板市场中开辟矿业专板,建立多层次的矿业资本市场,按照市场竞争规则,加快推进国有地勘单位企业化改革,明确国有资源资产与资本的管理职责,才能建成成熟完善的矿业资本市场。

As globalization sees accelerated cross-border capital market operations in the mining sector,China＇s mining industry is far from keeping up with such trend. The thesis examined how mining resourcesand capital flow interacts,as well as how the mining rights trading market relates to the capital market,todemonstrate that capital market interventions in the mining industry growth is well-based and demanddriven. The thesis reviews the history of China＇ s mining industry and identifies gaps in channelinginvestment flows to mining industry. It is recommended that China could take advantage of the amendmentof the Mineral Resources Law and a series of other favorable conditions,to set up a dedicated mining boardon the securities market, to create a tiered mining investment market, to introduce market competition toreform the state-owned mining exploration operations, and to clarify the roles and responsibilities in stateadministration of mineral resources and mining investment, for a healthy mining investment market to boost.
