推进城市社区依法治理的有效路径研究——以达州市主城区社区为例

On Propulsion Methods of Managing City's Community by Law:A Case from Main City Zone of Dazhou

城市社区治理中存在着社区治理机制行政化、社区自治浅层化、社区参与初级化、支撑体系薄弱化、发展水平非均衡化、工作队伍低度专业化等现象,这在很大程度上与城市社区治理法治化存在的问题有直接关联。建立健全相关法律体系,治理有机衔接,建立社区与居民之间有效互动平台,培养社区公共精神,引导社区居民积极参与社区公共事务,加强同社区多元主体的合作共治,逐步形成"党政善治、居民自治、社会共治和厉行法治"有机结合的社区治理格局,全面推进城市社区治理现代化。

At present, the city＇s community management manifests an administration of management system, a superficial self- governance, a primitive participation, a weak support system, non- equilibrium development and a lower professional workers, which in most degree leads to the gap between the community management according to law. The all- around propulsion of the community management modernization requires the establishment of a sound law system, the platform of effective interaction between the community and residents, the development of community public spirit, the residents＇ participation in the public services, the co- and- shared governance among the plural subjects. The ideal management pattern should be“perfect management by Party and government, self- management by residents, shared management from society and firm management by law”.
