欠发达地区老龄事业发展探究——以四川省达州市为例

On the Programs for the Elderly in the Underdeveloped Regions:A Case from Dazhou

解决老龄化问题,发展老龄事业不仅是党中央和国务院关注的民生工程,而且也是整个社会关注的热点、焦点。作为经济欠发达的西部中小城市和重点革命老区,达州市老龄事业发展更应引起高度关注。虽然达州市的老龄事业在"十二五"中取得了较大成绩,但仍存在思想认识片面、保障体系缺失、规模层次低下、管理服务滞后等问题,可通过提升思想认识、完善养老模式、加强社会保障等途径进一步发展老龄事业。

The aging problems and the programs for the elderly are the people＇s livelihood project concerned by CPC and State Council as well as the focus of attention from the whole society. Dazhou is a middle- sized city and locates in the revolutionary old area among the underdeveloped West part of China and its program for the elderly should be paid a special attention to. Some achievements have been obtained during the “Twelfth Five Years Plan”, but the program has still such shortcomings as partial understanding, deficiency of security system, lower level of scale and hysteretic service. The program can be perfected by the improvement of understanding, the pension system and the society security.
