城市社区治理的内卷化危机及其化解——以上海市J街道基层治理实践为例

Involution of City Community Governance and Crisis Resolution: A Case Study of Subdistrict J in Shanghai

在当代中国,社区治理应立足于基层建设。改革开放以来,尤其是1992年市场经济体制正式确立之后,受政治体制改革的影响,城市中的基层社区治理也遭遇了"内卷化"危机。上海市J街道致力于基层治理的创新工作,其社区治理的实践表明,区域化党建工作的深入落实能有效避免组织架构精细化,确保其组织功能完整性的同时更能较好地化解社区居民的异质化问题,从而破解内卷化危机。这主要是因为区域化党建工作有效实现了治理层级的横向贯通,同时进一步拓宽了科学技术在社区治理领域中的使用范围。

Since the Reform and Opening - up, under the double impact of market economy and the country~ political system reform, China＇s urban community governance has suffered an ＂Involution plight. Sub - district J of downtown Shanghai is committed to the innovation of grass - roots governance in recent years. Through research and practice, it shows that the implementation of regional CCP con- struction can effectively avoid the organizational structure refinement, ensure the completeness of or- ganizational functions and resolve the community heterogeneity to break the involution crisis. The re- gional CCP construction effectively realizes the horizontal governance, further promotes the application of science and technology in the field of community governance.
