摘要
产权制度一直是我国大型公共体育场馆事业单位改革的核心内容,对提升公共体育场馆的运营效益及公共体育服务的开展具有重要的作用。该文运用文献资料法、问卷调查法、实地调查法、数理统计法,对我国大型公共体育场馆产权制度改革的区域差异进行实证研究。研究结果表明,我国不同产权性质的大型公共体育场馆运营效益存在明显的区域性差异。东部地区产权性质越接近市场的公共体育场馆运营效益越好,而中西部地区则表现为产权性质越接近政府的公共体育场馆运营效益越好。东部地区公共体育场馆产权制度改革的成效主要得益于市场竞争环境和地方性扶持政策,中西部地区由于制度环境制约,公共体育场馆转企改制的条件远不如东部地区成熟。
Property right institution has been the key content of the reform ofstadiums and facilities in China. It plays a significant role in promoting benefits and public sports service. Adopting literature review, questionnaire, field survey and mathematical statistics, this paper studies regional difference of reform of property right institution of sports facilities in China. The result showed there was an obvious regional difference in operational benefits. In the eastern area, the more open the stadiums and facilities were to the market, the better the operational benefitswere obtained. In the middle and western areas, the more the government was related to the operation of the stadiums and facilities, the better operational benefits there were. In the eastern areas, the reform was successful because the local government policies were supportive and the market was mature. In the western areas, the reform was not as successful.
