城乡居民养老保险政策实施研究——以宁阳县为例

Research about the implementation of rural-urban residents pension insurance policy:taking Ningyang county as an example

城乡居民养老保险制度的颁布标志着我国养老保险制度改革开启了崭新的篇章。从宁阳县城乡居民养老保险的基金筹集状况、组织管理状况、基金管理状况、待遇发放状况四个方面对制度实施的现状进行了分析。结果发现,存在筹资不够合理、缴费水平低、经办机构人员不足、设施较差及信息化滞后、待遇保障水平偏低的问题。所以,要进一步完善宁阳县城乡居民养老保险政策,以有助于保障城乡居民的基本生活和促进社会的和谐稳定。

The promulgation of rural-urban residents pension insurance system makes a new chapter in the reform of China＇s pension insurance system. This paper analyzes the implementation status of rural-urban residents pension insurance policy in Ningyang county from four aspects： fund raising, organization management, fund management, treatment of issuing. The results show that there is unreasonable financing, low level of payment, lack of agency personnel, poor facilities and information lag, low level of treatment. Therefore, it is necessary to further improve the rural-urban residents pension insurance policy in Ningyang County in order to guarantee the basic livelihood of rural-urban residents and promote social harmony and stability.
