The Journal Impact Factor,the DORA Declaration and the Leiden Manifesto:Comments and Observations

In this contribution we discuss some citation related issues, indicators and aspects of research evaluation. More concretely, we recall different notions of journal impact factors, and point to the difference between synchronous and diachronous impact factors. Following Vanclay and Seglen it is shown that the Thomson Reuters calculation of the Garfield-Sher journal impact factor （JIF） has several flaws. Most importantly the JIF should never be used to assess an individual scientist＇s contributions. The DORA declaration adds that such indicators should also not be used in hiring, promotion, or funding decisions. Next we comment on the Leiden Manifesto, a set of ten principles on good practice and the proper interpretation of metrics. Finally, we bring the notion of metric-wiseness to the attention of the reader.
