摘要
如今,第三方支付服务市场呈现出快速扩张、加速创新的状态,而与之相关的监管配套措施相对不足,非银行支付机构风险事件频发。通过分析工作思路、指标和操作设计,有针对性地提出在我国非银行支付机构监管体系中引入分类监管方法的方案和建议。分类监管是提升支付机构监管效能的有效方式,它可以促进支付机构优胜劣汰和有效监管力量的充分高效利用,也是监管深化、细化的客观要求。分类监管应遵恤公平性、适应性、包容性原则,坚持鼓励和规范并重,培育和防险并举。实施支付机构分类监管,应尽快探索构建支付机构分类监管机制,构建以客户备付金风险管理为核心的评价指标体系,还应加强内部协调配合和上下沟通联动,并借助专业评级机构参与评价。
Nowadays, the third-party payment service market was in a situation of rapid expansion and accelerating innovation. However, the related regulatory support measures were relatively insufficient. Frequent incidents existed in non-bank payment institutions. By analyzing the work ideas, target and operational design, the author suggested that we could introduce classification regulatory approach into non-bank payment institutions in targeted way. Classification regulation is an effective way to improve regulatory efficiency for payment institutions, which can improve the fittest of payment institutions and full usage of effective regulatory power, also the objective requirements for deepening and refinement regulation. We should follow by the principle of fairness, suitability and inclusive for classification regulation, paying both attention to the persistence of encouragement and regulation, cultivating and anti-insurance. There are some precautions for implementation of the classification regulation for payment institutions. First, we should explore how to build the classification regulation system for payment institutions, and then build the evaluation system by taking the customer provision for risk management as core. Last we should strengthen the internal coordination and communication up and down and collaboration, and evaluating with the professional rating agencies involved.
