Innovation Driving under New Normal——New Understanding about Innovation Service System

党的十八届五中全会报告指出,坚持创新发展,必须把创新摆在国家发展全局的核心位置,不断推进理论创新、制度创新、科技创新、文化创新等各方面创新。我国经济发展进入了新常态阶段,认识新常态、适应新常态、引领新常态,是当前和今后一个时期我国经济发展的大逻辑。改革开放30年来,我国的创新能力有了大幅度提高,但是仍存在影响创新能力发展的诸多障碍,尤其是创新服务体系还严重缺失。我国在加快科技与经济融合的进程中,需要重视创新服务体系建设,把发展基点放在创新上,形成促进创新的体制架构。在大众创业、万众创新的大形势下,打造创新创业集成服务商,支持创新平台、孵化载体建设,促进专业创新服务机构的发展。

The document, adopted in the Fifth Plenary Session of the 18th Communist Party of China Central Committee, noted that innovation must be placed in the core of the overall national development, and constantly promotes theoretical innovation, institutional in- novation, technological innovation, cultural innovation, and so on. China＇s economic development has entered the stage of new normal, and understanding the new normal, adjustingto the new normal, leading the new normal, is the most important in the eun^nt and future periods of economic development in China. After three decades of reform and opening- up, the innovation capacity in China has been greatly improved, but there are still many obstacles to influence the development of innovation, especially innovation service system. Dur- ing the accelerating fusion process of science and technology and economy, we need focus on innovation service system, and the key point of the development should base on innovation, and form the institutional framework to promoting innovation. Under the situation of public entrepreneurship and innovation, we should create integrated innovation service providers, and support the construction of innovation plat- form and the incubation carrier, and promote the development of professional innovation service organization.
