摘要
结合甘肃省农业科技人才实地调研经历,研究甘肃省现代农业科技推广人才需求特征及问题。论述了甘肃省现代农业科技推广人才需求的多元性、复合性、专业性以及内生性特征;分析了甘肃省现代农业科技推广人才存在的组织化程度低、管理机制不合理、技术服务功能不高、保障机制不健全以及内生创新动力困境的问题。适应新的需求特征,解决存在的困难,构建了管理机制、信息共享机制、制度供给机制以及法治管理机制的激励约束机制体系,加强甘肃省现代农业科技推广人才的管理。
Combining field research experience concerning agricultural science and technology talent in Gansu province, research the demand characteristics and problems of the modern promoting agricultural science and technology talents in Gansu province. There is discussing the characters such as diversity, compound, professionalism and endogenous in the agricultural science and technology talent in Gansu province, coupled with analyzing the modern agricultural science and technology promotion personnel problems in Gansu province like low degree of organization, unreasonable management mechanism, poor technical service function, imperfect guarantee mechanism and the plight of endogenous innovation power. Therefore, to meet the needs of the new features and solve the difficulties,it is indispensable to build the system of mechanisms including management mechanism, information sharing mechanism, institutional supply mechanism, rule of law management mechanism and incentive-constraint mechanism to strengthen the management of Gansu province modern agricultural science and technology promotion personnel.
