2012-2014年宁夏地区无证行医行政处罚案件分析及对策建议

Analysis and countermeasures of administrative penalty of unlicensed medical cases in Ningxia in 2012-2014

目的了解2012-2014年宁夏地区无证行医结案案件查处基本现状,分析卫生监督机构对无证行医案件查处情况,行政处罚程序及行政处罚结果,为打击非法行医卫生监督工作提供决策依据及治理对策。方法统计汇总2012-2014年国家卫生计生信息报告系统网报的全区无证行医结案案件查处信息。结果全区无证行医案件查处地区间存在不平衡;2014年无证行医案件查处简易程序所占比例明显高于前两年(P<0.05),平均罚款金额明显减少(P<0.05)。结论打击非法行医工作须各地市平衡打击,不断加大行政处罚力度;还需在政府主导下,多部门联动,从源头治理,加以科学的宣传和评价。

Objective Through understanding the basic situation of investigating and treating the unlicensed medical cases in Ningxia in 2012-2014, analyzing the treatment, procedure of administrative penalty and administrative punishment of health supervision institutions to unlicensed medical cases, the basis for decision making and control countermeasures are provided to combat the illegal practice of medicine.Methods Entering the national health planning information reporting system, collecting and summarizing the investigating and treating information about the region＇s unlicensed medical cases reported from 2012 to 2014.Results The investigation and treatment of unlicensed medical cases is unbalanced in different areas; the proportion of the summary procedure in unlicensed medical cases in 2014 is significantly higher than that in 20l 2 and 2013 （P〈0.05 ）, and the average amount of fines is sharply reduced（P〈0.05 ）. Conclusions It should be balanced in combating illegal medical practice in all cities, and gradually increase administrative penalties. Meanwhile, under the guidance of government, multi sectors should be cooperated and taken actions to scientifically advertise and evaluate it in the beginning.
