郭罗克是聚居在今青海省西南部的藏族地区,在清代这里经常发生劫掠往来官商的事件,清廷多次对于类似劫掠事件展开调查或者问责。通过对乾隆初年解决郭罗克问题的三种方案、清廷用兵郭罗克和郭罗克劫掠班禅喇嘛物件一案的分析和探究,并结合乾隆帝对这一问题的基本立场,能够让我们更加深入的理解乾隆前期在处理郭罗克问题上灵活措施。以"慎重"为基本指导原则的处理办法固然避免了爆发战争的可能性,但又使得这一地区的清代长期得不到稳定和安宁。
