摘要
以嘉兴市本级为例,运用时间序列数据测算了2015-2020年养老金资金缺口及其支撑力,深入分析了养老金资金缺口形成的制度设计和实际运行两个层面的原因,提出了化解和弥补企业职工养老金资金缺口的对策:一是政府投入,加大转制成本消化力度;二是增收节支,增加基本养老保险基金积累;三是改革创新,实现基本养老保险基金的保值增值;四是"统账分离",构建多支柱养老保险新体系;五是创造条件,提高养老保险统筹层次。
The Paper,taking Jiaxing,for example,uses time series data to measure the pension income gap and its support in 2015-2020,Then further analyzes the pension income gap formation of the system design and actual practice from two aspects of reasons,Based on this,countermeasures are put forward:first,the government should increase investment on transferring the pension system;second,raise income and reduce expanse to accumulate more pension insurance finding;third,reform to ensure pension insurance finding value or increase its value;fourth,establish pension insurance system with more channels of support;fifth,pave the way for raising pension insurance level.
