惠州市儿童托管机构现状及发展对策

Present Situation and Development Countermeasures of Huizhou's Children-managing Institutions

随着社会与经济的高速发展,双职工家庭逐渐增多,相当一部分儿童在放学后以及寒暑假无人看管。而社区服务功能的滞后、学校对学生教学管理的单一等原因,更致使其人身安全、饮食问题、课程辅导、课后教育等问题凸显,儿童托管机构应运而生。通过以惠城区为据点,对惠城区居民、儿童托管机构、正在使用托管服务的儿童做调查,得出当下儿童托管机构具有政府监督管理力度不强、社会关注和投入不足、机构服务水平参差不齐、家长缺乏相应的了解等问题,并据此向政府、社会、儿童托管机构、家庭提出了相应的对策和建议,呼吁相关法律法规、社会保障制度的完善。

With the rapid development of society and economy, dual-earner families gradually increase, quite a few children are unat- tendedafter school and/or during summer and winter vacations.Due to the lagging behind of comnmnity service and the singleness of school teaching management to the students, problems such as personal safety, diet, course tutoring, after-school education become prominent, andchildrenmanaging institutions emerge at the right moment.Through investigations on residents, childrenmanaging insti- tutions, and children being taken care of in the institutions in Huicheng District, this paper finds that the childrenmanaging institution- slack ofgovernment supervision and management, lack of social attention and investment, and lack of parents understanding. Accord- ingly, the paper puts forward suggestions andcorresponding countermeasuresto the government, the community, the childrenmanaging institutions as well as families, and appeals for improvement of relevant laws and regulations, and social security system.
