中俄关系再升级与智库合作

Upgrade of Sino- Russian Relations and Cooperation of Think Tanks

推进丝绸之路经济带建设和欧亚经济联盟建设的对接合作,面临着语言、制度、法律、文化等方面的诸多障碍,沟通了解是首要条件。加强彼此间智库的交流合作,找到契合彼此国家长期战略的共同需求,才能为中俄互补互利互惠开启新的机遇之窗。在新形势下,充分利用中俄关系再升级所带来的有利机遇,全面落实中俄两国元首达成的合作共识,为中俄在新高度上开展全方位合作提供精神支撑平台,已经成为当务之急。通过了解中俄在全球智库中的排名情况分析其总体实力水平,梳理俄罗斯主要智库的历史沿革及其研究重点,介绍俄罗斯对华研究领先智库的研究方向,并概括中国对俄研究领先智库的专业优势,从而对中俄智库交流机制及其未来发展进行探讨,通过共同努力切实建构起具有鲜明时代特色的合作框架。

Cooperation between Silk Road Economic Belt and Eurasian Economic Union confronts obstacles of different languages,systems,laws and cultures,which takes priority over communication with each other. The requirements of mutual benefit of both are to strengthen cooperation of think- tank exchanges to seek common demands consistent with long- term strategies for both.They are the top priorities to make full use of favorable opportunities of upgrade of Sino- Russian relations,comprehensively implement consensuses reached by two heads of state and provide spiritual platform for all- round cooperation. Based on learning of the overall level of Sino- Russian think tanks,of historic evolution and research focus of Russian think tanks,of research of Russian leading think tanks on China,and of professional advantages of Chinese leading think tanks on Russia,think- tank exchange mechanism and future development are explored and cooperation frameworks will be established with distinct characteristics.
