公共治理作为新的社会治理模式,需要政府、机构与公民通过商谈与对话达成共识最终实现善治。其中,公民正义是一种极为重要的德性,它主张公民既能自觉地遵循正义的社会制度以及出于对话而达成的社会共识,又能主动地参与公共政治生活以获得社会共识,以及理性地批评与修正缺乏合理性的公共政策,最终实现公民与公共治理的双重正义。

Public governance as a new social governance model,To reach a consensus and achieve good governance based on the government,institutions and citizens by negotiations and dialogue.Among them,civil justice is a very important virtue.It advocates that citizen can consciously follow the social system of justice and the social consensus by dialogue,and take the initiative to participate in public and political life in order to obtain the consensus of the community,and rational criticism and to amend the lack of rationality of the public policy,the ultimate realization of the justice of both citizens and public governance.
