我国远洋渔业发展的制约因素与对策建议

Problems and Countermeasures of the Distant Fishery in China

远洋渔业已经成为我国渔业发展中的重要组成部分,在保障国家食物安全、缓解近海渔业资源过度捕捞、平抑国内水产品价格、增进渔民收入、促进国际渔业技术合作、维护我国海洋权益等方面发挥了重要作用。但是我国远洋渔业发展中还存在很多问题,如装备落后、经营能力较差、政策体系不完善以及国际规则适应能力较差等,限制了远洋渔业的可持续发展。结合国际远洋渔业发展趋势,可以从科技支持、政策支持、人员素质提升、国际合作拓展等方面着力部署,以促进我国远洋渔业持续健康发展。

At present,the distant fishery has become an important part of fishery in China.It has played an important role in the protection of national food security,ease the inshore fishery resources,fishing intensity stabilizing domestic water price,enhance the income of fishermen,promote international fisheries technical cooperation,safeguard China＇s maritime rights and interests.But there are still many problems in the distant fishery,such as backward equipment,poor management ability,imperfect the policy system and poor ability to adapt to the international rules,which limit the sustainable development of distant fishery,therefore it needs to combine the International deep-sea fishery development,providing science and technology policy support,improve the quality of personnel,international cooperation and development and other aspects of the corresponding policies and measures.
