大学继续教育发展研究聚焦于政府责任,是多种因素共同持续作用的必然之选。应然意义的政府责任,包含五维指向,即:制定大学继续教育发展的宏观政策;完善大学继续教育发展的外部制度;建构大学继续教育发展的目标系统;保障大学继续教育发展的必要物质条件;优化大学继续教育发展的社会环境。要围绕主体关系、行为目标、行为方式等探讨政府责任的实践路径,促进政府由现实形态向理想形态转化。

Taking the government responsibility as the research focus, is not a subjective act, but the inevitable choice of the continuing role of various factors. The ideal government responsibility should be including that formulating the macroeconomic policies, improving the external system, constructing the target system, guaranteeing the necessary material conditions, optimizing the social environment of the University Continuing Education. It should be investigated the practical path of government responsibility around the main relationship, behavioral targeting and behavior, promoting the government transformation from reality to the ideal shape form.
