构建甘孜藏区牧民定居点公共服务体系的重要意义

The Significance of the Public Service System Construction of Herdsmen Settlement in Garze Tibetan Area

牧民定居计划是重要的民生工程和德政工程,虽然该计划在甘孜藏区已基本完成,但定居点的公共服务体系还没有构建起来,严重影响到政策的实施效果。构建牧民定居点公共服务体系,既是政府的迫切需要,又是牧民群众的强烈呼声,因此必须充分发挥政府主导作用,整合社会力量,提高定居牧民生活质量,实现公共服务均等化,真正在定居点建立完善的公共服务体系,让定居牧民真正安居乐业。

Herdsmen settlement is an important project related with people＇s livelihood and virtuebuilding, which has been basically completed in Garze Tibetan area. However, the public service system of settlements has still failed to construct, which has caused serious impacts on the policy implementation. It is an urgent demand for government, as well as the outcry of the herders about the building of the public service system for settlement. Therefore, the government must play a leading role, integrate social forces, improve the life quality and realize the equalization of public service to establish a perfect public service system in settlement, making settled herdsmen to live and work in peace and contentment.
