This article Introduces the background of special pollutant discharge limits.Special pollutant discharge limits of water and atmospheric pollutants were arised at 2008 and petroleum and petrochemical enterprises will be involved.More than 80% of the refining power boilers and the vast majority of petrochemical enterprises in key area will be out of standard when special pollutant discharge is executed.This article analyzes the comprehensive influence of the special emission limits to the enterprise from limited approval for industry or area,pollution treatment technology and equipment,the anti-pollution facilities construction cycle.The corresponding countermeasures and suggestions are put forward from the researching of the influence on the enterprise,strengthening communication and coordination with key area government,laying down operating rules of the petroleum and petrochemical enterprise pollution control facilities at key control area.
