摘要
当前我国农村医疗人力资源存在数量短缺、质量有待提高及逆向流动现象突出等配置不合理问题。基于此,站在激励视角下,以人的需求为思考点,分析医疗人力资源配置不合理的主要诱因,即薪酬福利水平偏低、对个人职业发展不够重视、内外环境公平性欠缺,并相应地从薪酬激励、事业激励及环境激励三个维度提出吸引人才、留住人才、稳定人才的改善对策,从而达到优化农村医疗人力资源配置的目的。
Current rural medical human resources shortage quantity, quality should be improved and reverse flow phenomena and prominent irrational allocation issues. Based on this,standing excitation perspective to the people's needs for thinking about points, analysis of the main causes irrational allocation of human resources for health, that the low level of pay and benefits, not pay enough attention to individual career development,internal and external environment, the lack of fairness and accordingly from incentive pay, career motivation and incentive environment in three dimensions made to attract and retain talent, talent steady improvement measures, so as to achieve the purpose of optimizing the rural medical human resource allocation.
