摘要
目的:探究乡村治理体制与村级卫生人力资源配置之间的关系。方法:历史比较法和文献分析法。结果:新中国成立以来我国的乡村治理经历了从"人民公社"体制向"乡政村治"体制的转型,村级卫生人力资源配置经历了从"赤脚医生"到"乡村医生"的变迁;在这个过程中,乡村治理体制转型深刻影响了村级卫生人力资源配置的变迁——农村的经济基础及其组织方式和乡镇政府所处的财政体制及条块关系制度环境的变迁对村级卫生人力资源配置及其变迁产生了巨大的影响。结论:村级卫生人力资源配置与乡村治理体制密切相关,当前村级卫生人力资源配置面临的困境及其解决之道需要引入乡村治理角。
Objective: To explore the relationship between rural governance mechanism and village-level health human resource al- location. Methods: Historical comparative method and literature research method. Results: Since the establishment of People's Repub- lic of China, the rural governance of China experienced the transition from "unlicensed doctor" to "rural doctor" ; in this process, the transition of rural governance significantly influenced the transition of village-level health human resource allocation: rural econom- ic base, organization mode, county-level government financial mechanism and the environment transition of slice relation system had great impact on village-level health human resource allocation and its transition. Conclusion: village-level health human resource allo- cation was closely related with rural governance mechanism. The difficulties and solution of the current village-level health human re- source on health needed to introduce the perspective of rural governance.
