“文化扶贫”与农村居民文化“自组织”能力建设

Culture-aid Program and Rural Residents' Cultural“Self-organizing”Capacity Building

文章借鉴自组织理论和方法,分析我国贫困地区文化"他组织"建设与"自组织"建设的关系,探讨当前贫困地区农村居民文化"自组织"能力建设面临的多重困境。文章提出"文化扶贫"需要充分尊重文化发展的内在规律,实现"自上而下"与"自下而上"相结合,将"文化扶贫"与"经济扶贫""教育扶贫"相结合,将文化"精准扶贫"与机制创新相结合,构建以培育贫困地区农村居民文化"自组织"能力建设为中心的"文化扶贫"新机制。

Based on the theory and methodology of self-organization, the relationship between the cultural development of ＂heter-organization＂ and that of ＂self-organization＂ in Chinese poverty-stricken areas are analyzed; current difficulties in building rural residents＇ capacity of cultural ＂self-organization＂ in those areas are under discussion. The authors state that culture-aid program should fully respect the inherent laws of cuhural development, combine the top-down with the bottom-up, integratecuhure-aidwitheconomy-aid and education-aid, and combine the precise culture-aid with mechanism innovation, so as to construct the culture-aid new mechanism which centers on fostering rural residents＇ capacity of cultural self-organization.
