On the Support by Law in the Development Driven by Innovation

法治是推动创新驱动发展的基本方式和决定性力量,在引领和规范创新驱动发展中发挥着不可或缺的作用。创新驱动发展又必然会对法治建设提出新的要求,推动法治发展,以满足创新对制度供给的需求。必须依靠法治建立有利于鼓励创新、促进创新、保护创新的良好社会环境,同时,必须适应创新驱动发展的需求科学立法、严格执法、公正司法、全民守法,为创新驱动发展提供有力的支撑和保障。

The rule of law is the primal and fundamental element in propelling the innovation-driven development.Thus, it is indispensable element in guiding and normalizing the innovation-driven development. On the other hand, innovation-driven development inherently requires higher level of legal construction in order to meet the needs of institutional support. Therefore, it is of necessity to stimulating innovation, to prompting innovation and to maintaining a positive social environment for innovation-driven development via the rule of law. In the meantime, scientific legislation, strict enforcement, just jurisdiction and ubiquitous law abiding should be ad-justed to that.
