In practice, there are many problems, such as the laws and regulations, the scope of ownership, the proportion of shareholding, the source of the ownership and the withdrawal of equity. In many constraints, to achieve both efficiency and fairness, we need to improve and perfect the legal and regulatory system, establish the coordination mechanism including the government, enterprises and employees, emphasize incremental sharing, and guide employee stock ownership long-term incentive oriented, establish and improve the tax and financial security system of employee stock ownership, and strengthen internal democracy and external supervision.
