政府对专业性运动竞赛的改革与创新:基于对上海市青少年10项系列赛的分析

The Reform and Innovation of Government on Professional Sports Competitions:Based on Analysis of Ten Series of Youth Competitions in Shanghai

运动竞赛对竞技体育的发展具有独特的作用。上海市体育局通过对青少年10项系列赛的合理设计,更好地发挥了运动竞赛对青少年体育后备人才培养的杠杆和导向作用。在当前我国竞技体育发展方式和政府职能转变的背景下,这种运动竞赛的发展创新具有积极的借鉴意义。通过文献资料法和访谈法,研究上海市青少年10项系列赛在办赛目的、思路,竞赛内容、形式、理念方面的发展创新,分析其对上海体育后备人才培养的积极作用,政府在上海青少年10项系列赛中的作用,阐释了个案的意义和启示。

Sports competition has a unique role in the development of competitive sports.Through the reasonable design of ten series of youth competition by Shanghai Sports Bureau,the function of sport on reserve talent cultivation is fully played.In the background of the development of competitive sports in China and the transformation of government functions,the development of this kind of sport competition has apositive reference value.Through literature review and interview,this paper studies the innovation of the ten series of youth competition in Shanghai on the aspects of objective,rationale,competition content,form and philosophy.It also analyzes the positive role on the training of sports talent reserve in Shanghai and the function of the government.The significance and revelation of the case study is also discussed in the paper.
