党的十八大提出了全面推进惩防腐败体系建设,做到"廉政三清"的反腐倡廉建设重大决策与战略目标。健全完善惩防体系乃复杂的系统工程,亦是从源头反腐的治本之举,涉及诸多理论与实践问题,尤其重要的是如何准确理解、正确把握和明确突出科学建构惩防体系的实质内涵、主要特征及其构成要素等。因此,务必建立国家战略,加强顶层设计,注重制度创新,并基于理论与实践契合层面,进行全面论证与高度提炼,为反腐倡廉建设提供理论支持与实践指导,不断增强惩防体系建设科学有效性,创造性推进反腐败斗争深入开展,努力建构具有中国特色的治理腐败常态长效制度机制,加快建设社会主义廉洁政治。
