摘要
借鉴国外发达国家职业资格制度的先进理论和模式,结合我国职业资格制度发展的实际,从职业标准结构、职业培训模式、资格认证模型出发,研究设计以职业能力为本位的职业资格制度体系,以使职业资格制度从真正意义上体现"以职业活动为导向、以职业能力为核心"的特征,实现人力资源开发和促进就业的效用。
Using the advanced theories and models of vocational qualification system in developed countries for reference, and combined with the development practice of vocational qualification system in china, a competence-oriented vocational qualification system has been researched and designed from the three core aspects: the framework of vocational standards, the mode of vocational training, and the model of vocational qualification certification. This makes the vocational qualification system in China really reflect the characteristics of "taking vocational activity as the orientation, and taking the vocational competence as the core", and realize the utility of human resources development and promoting employment.
