PPP:A New Path of Improving the Efficiency of Public Service Supply

党的十八届三中全会指出,要使市场在资源配置中起决定性作用。在政府公共服务供给中引进PPP模式,意在引导调动市场资源,减少政府资源配置,提高项目运行效率,实现政府公共部门与私人部门之间优势互补、互惠双赢的目的。PPP模式促进公共服务供给效率提升的关键在于强有力的政府管理能力、健全的PPP项目体制和政策框架、合理的定价与调价机制以及科学的风险分担机制。

The Third Plenary Session of the 18 th Central Committee of the CPC emphasizes that government should make the market to play a decisive role in the allocation of resources.The introduction of PPP model in the government’s public service supply intends to guide the mobilization of market resources,reduce government allocation of resources,improve project efficiency,realize complementary advantages between public sector and private sector,as well as mutual benefit and the win-win goal.The key of improving the efficiency of public service supply with PPP model is strong government management capacity,sound PPP project institutional and policy framework,reasonable pricing and price adjustment mechanism and scientific risk-sharing mechanism.
