对我国基层腐败问题的探究——基于现代国家构建的视角

Exploration on the Corruption Problem at the Basic Level: Based on Construction of Modern Country

当前我国基层腐败问题频发,基层腐败主要指的是指县乡镇级公职人员和被国家委托可以行使部分公共权力的村级非公职人员的腐败行为。基层腐败的原因主要表现为基层官员对国家职能的履行不当和国家能力执行不足两个方面;其中国家职能的不履行包括基层官员职能的过大和基层官员职能的不履行,而国家能力执行不足包括基层的汲取能力、分配能力、规范能力、强制能力的不足。解决基层腐败的途径也是从立法、司法、党和新闻媒体等方面对基层国家职能进行监督以及提高基层国家能力等方面来探讨。

The basic level unit corruption means the officials at the two levels of the county and the township. The main reason of basic corruption mainly shows in two aspects such as the official does not carry on the country power function and the official at the basic unit has much power in hand; while the basic official practises the state power not enough including the right power of absorbing, distributing, stipulating and stressing. To solve the basic corruption is to strengthen the legislation and judicature and to supervise the state function and to raise the basic unit power capacity.
