文中从船舶进出港签证在海事管理中的作用出发,分析了取消船舶进出港签证对海事监管工作产生的影响,并结合海事监管模式改革要求,探讨了基层海事处构建新型监管模式的措施。

Proceeding from the functions of the endorsement for ship’s port entry and exit, the paper analyzes the effect of abolishing ship endorsement on maritime safety administration. It also probes into the measures for establishing a new administrative mode, taking into consideration the demand of the reform on maritime administrative mode.
