强化“两个责任”:完善高校党风廉政建设责任落实机制

Enhancing “Two Responsibilities”: on a Perfect Implementation Mechanism for Improving Party Conduct and Upholding Integrity in Higher Education Institutions

近年来,中央和教育部对部分高校巡视结果显示,高校落实党风廉政建设责任制存在着思想认识不到位、工作职责不明确、工作机制不完善等问题,导致一些领域违纪违法现象时有发生。高校应进一步强化"两个责任",党委负主体责任,纪委负监督责任,以明确责任内容和责任体系的构成为基础,以把握好"两个责任"的着力点为关键,以严肃实施责任追究为保障,建立健全符合高校特点的党风廉政建设责任制落实机制,为高校的科学发展营造风清气正的良好氛围。

Inspections in recent years by the CPC Central Committee and the Ministry of Education in universities indicate that inadequate implementation of the system of accountability for improving Party conduct and upholding integrity has resulted in the risks to clean government, risks of corruption and even violations of Party discipline and state laws in some fields. The system of accountability for improving Party conduct and upholding integrity, for which the Party Committees shoulder the primary responsibility and for which the Party commission for discipline inspection is responsible for supervision, is an important and fundamental system in combating corruption and promoting integrity. Universities should further enhance the ＂two responsibilities,＂ clearly define the them, rigorously implement the accountability system, establish and improve the implementation mechanism in line with the university＇ s characteristics, and create a clean and honest atmosphere for the scientific development of the university.
