摘要
国家审计署连续几年对央企的审计的结果都显示了薪酬福利管理范畴内存在不同程度违规违纪的问题,说明企业薪酬福利管理是涉及企业经营安全和信誉的重要管理领域。近年来,央企非常重视企业福利管理,从组织、规范、方法、要素、文化等方面进行了系统性的提升,从管理体系方面进行了规范管理的改进,力求福利管理工作从粗放逐步走向成熟与卓越。本文从基于A企业福利管理提升过程分析,提出福利管理成熟度概念,并设计了福利管理成熟度模型,定义成熟度模型每个级别的管理方面典型特征和标志性文件。通过福利管理成熟度判定矩阵定义了评价企业福利管理成熟度级别的标准及目标,阐述了福利管理走向成熟的步骤,并通过实际案例对A企业福利管理成熟度进行了评价和成熟度现状判定,并用雷达图形式表示了评价结果。福利管理成熟度提出与研究,为企业福利管理提供了一种管理能力度量、评价、改进和提升的途径与方法,供企业评估与改善福利管理能力工作参考应用。
The national audit office' s audit results for Central Enterprises have shown that they had different degrees of illegal problems in salary and welfare management for several years; this explains that the enterprise salary welfare management is an important management field related to operation safety and reputation of enterprises. In recent years, the Central Enterprises attached great importance to welfare management, systematic promotion has been carried out on the organization, standard, method, element and culture aspects, standard administration of the management system has been improved, all for gradually develop the extensive welfare management work to mature and excellence.In this artiele, the concept of welfare management maturity has been put forward based on analysis of the improvement process in welfare management in a particular enterprise. The welfare management maturity model has been designed and it has defined typical characteristics and signature files in each level of the maturity model. The standard and target of evaluate the maturity level of enterprise management has been defined through welfare management maturity judgment matrix, explains the steps of being mature in welfare management. By actual case A enterprise, it has been evaluated status of the welfare management maturity, and the evaluation results showed in the form of a spider chart. The proposal and research on welfare management maturity provides an approach and method for enterprise welfare management to measure, evaluate, improve and promote the management ability, which can provide the reference for evaluation and improving enterprise welfare management ability.
