摘要
在阐述国内外铁路建设运营管理模式及特点的基础上,分析我国城际铁路多元化建设运营管理模式,提出我国城际铁路运营管理模式主要有自主经营管理、经营委托管理及业务全委托管理3种运营管理模式,分析各种运营管理模式的优缺点及适用条件。针对不同的铁路建设目标和要求,提出长远规划型、实施过渡型和市场合作型3种城际铁路运营管理模式构想及建议。
Based on expounding the operation management mode and characteristics of railway construction in China and foreign countries, this paper analyzes the operation management modes of inter-city railway diversified construction in China, puts forward the modes mainly are independent operation management, operation entrusted management and business fully entrusting, and analyzes the advantages, disadvantages and applicable condition of each mode. Targeting with different construction objects and requirements, the paper puts forward the ideas and suggestions of 3 operation management modes of inter-city railway, including the mode of long-term planning, mode of implementation transition and mode of market cooperation.
