奥巴马政府积极推进发展外交,着力实施可持续全球发展政策,注重可持续发展的结果,加强项目与计划的监督与评估。发展外交超越了传统意义上的对外援助,广泛涉及贸易、投资、气候变化、能源等可持续发展议题。奥巴马政府的"哺育未来倡议""增长伙伴关系"等发展外交案例体现了其发展能力建设与外交管理变革等方面的特点。为了提高发展项目的效果与质量,确保美国贸易与投资伙伴国或地区的经济增长,奥巴马政府着眼于贸易协议、技术转让、对私人投资者的贷款担保等非传统援助工具,致力于美国国际开发署与国务院等能力建设,以整体政府方法加强美国联邦机构之间的协作。总之,奥巴马政府借助发展外交,试图以经济援助设定条件的方式促使其贸易与投资伙伴接受美国的价值观。
The Obama Administration actively promotes its development diplomacy by focusing on promoting sustainable global development policy,laying emphasis on the results of sustainable development and strengthening the monitoring and evaluation of projects and programs.Development diplomacy is widely related to the sustainable development issues,such as trade,investment,climate change,and energy.It goes beyond the traditional approach to foreign aid. 'Feed the Future' and 'Growth Partnership' indicate its features of the building of development capabilities and the transformation in diplomatic management.In order to enhance the effects and qualities and to ensure the economic growth of partner countries,the Obama Administration takes advantage of non-traditional aid tools,such as trade agreement,technology transfer,loan guarantee for private investors,and makes efforts in the capability building of USAID and the State Department,and strengthens interagency coordination with the whole of government approach.In a word,the Obama Administration uses development diplomacy to urge its trade and investment partner countries to accept American values by the means of setting the conditions for economic assistance.
