转移劳动力培训效果研究——基于个人培训、企业培训与政府培训的比较 被引量:9

摘要 基于倾向得分匹配估计法,估计个人培训、企业培训、政府培训的平均处理效应,研究转移劳动力培训效果,探究哪种培训方式更有优势。结果表明:个人培训和企业培训对转移劳动力增收有显著的正向影响,而政府培训的平均处理效应虽然为正,但并不显著。且企业培训效果最优,其次是个人培训,政府培训的效果最不明显。应实施"以企业培训为主导,以个人培训为辅助,以政府培训为补充"的转移劳动力培训体系。 Based on the method of PSM,this paper estimates the average treatment effect on personal training,corporate training and government training to analyze training effectiveness of migrant labor force and explore which training method is the best. Results show that,the personal training and corporate training have a positive impact on the income of transferred labor. While,the government training has no effect on it,though the average treatment effect of government training is positive. The corporate training is the most effective and the effect of personal training is better than the government training's.The government should implement effective training mechanism which is based on corporate training and aided by personal training and government training.
