土地利用规划实施中的问题探讨——基于重庆市云阳县土地利用中期评估的探究

Discussion on the Issues in Implementation of Land Use Planning—Based on Land Use Mid-term Assessment from Yunyang County in Chongqing Municipality

以重庆市云阳县土地利用中期评估为例,通过数据分析、实证研究探讨县级土地利用总体规划(2006-2020)实施过程中存在的一些具有普遍性和代表性的问题,主要是城市规划与土地利用总体规划难以衔接、执行重点项目力度不够、居民点选址与规划不符、"征而未供"现象突出、建设用地指标使用过快等,对此,提出相应解决途径,为规划后期实施提供决策参考。

Taking land use mid-term assessment of Yunyang County in Chongqing Municipality as example,several common and representative problems in implementation of county-level land use general planning（ 2006- 2020） were studied through data analysis and cases,such as urban planning and land use planning is difficult to link up,the implementation of key projects is not enough,residential site selection and planning does not match,construction land indicators use too fast and so on. Corresponding solutions were put forward,which will provide decision-making references for late planning implementation.
