摘要 教育是个复杂的系统,各国都在寻找提高教育质量的方法,以适应复杂多变世界的挑战。围绕如何有效运用信息通信技术(ICT)支持2015年后教育目标的实现,联合国教科文组织举办了首届国际教育信息化大会,并发表《青岛宣言》。本文对宣言中提出的教育行动框架进行了解读,内容包括开放教育资源与解决方案、优质学习、终身学习途径、在线学习创新、在线学习的质量保证和认可、监督与评估、责任感与合作伙伴关系等,探讨《青岛宣言》所反映的各国利用信息技术促进教育发展的决心与策略,明确了教育信息化为之服务的教育发展目标中的核心是全纳教育与终身学习,强调互联网+时代创新教与学方式是实现优质学习的根本途径,提出了中国应积极参与发挥自身作用并助力全球教育信息化发展的建议。 Education is a complex system, and many countries are seeking various solutions to ensure the quality of education in order to meet the challenges and needs of this complex world. UNESCO held the first international conference on ICT and post-2015 education and released QINGDAO DECLARATION. Following the framework of the DECLARATION, this paper analyzed the practices and development trends regarding open educational resources and solutions, quality learning, lifelong learning pathways, online learning innovations, quality assurance and recognition of online learning, monitoring and evaluation, accountability and partnership, and international cooperation. The paper also discussed the ICT determinations and strategies that most countries have used to promote educational development, clarified that lifelong learning and inclusive education are the primary goals for using ICT to enhance education. Based on the above analysis, the paper proposed that, the fundamental solutions for quality learning is teaching and learning innovations in the era of "Internet+". The Chinese government should take an active part in the development of ICT in education in the global context, and make its special contributions to achieving the goal of the lifelong learning for all.
