摘要
流域跨界水污染问题产生的根源在于地方政府的个体理性与集体理性的冲突,流域跨界水污染治理亟待打破各自为政的行政管理模式,在一定程度上有利于催生地方政府合作治理。通过分析长三角地区流域跨界污染治理模式,为地方政府合作行政治理的设计提供了一个现实依托——水污染治理的地方政府合作机制。可以发现制度创新是流域跨界水污染的府际合作治理的关键所在,然而在立法和执法方面必须要有正当性依据,制度安排和合作规则等要具有一定的合理性和可行性,才能促使长三角地区政府合作行政更为高效。
Cross-border water pollution lies in the conflict of individual rationality and collective rationality of local government.Cross-border water pollution control gives birth to local government's cooperative governance which breaks the selfish administration mode to a certain extent.Through the analysis of the Yangtze River Delta regional pollution control of local government cooperation,it provides a realistic basis for administrative cooperation mechanism and found that system innovation is the key to the governance of cross-border water pollution.Based on the legislation and law enforcement,the Yangtze River Delta regional administrative cooperation can be efficient.
