地方立法作为我国立法的重要组成部分,在立法的完善过程中发挥着重要的作用。立法法被修改后,设区的市获得新的地方立法权,这对地方立法质量的提高提出了新的要求,地方立法规范化发展问题显得尤为重要,面对地方立法过程中存在的地方人大参与立法积极性不高、缺失地方特色、信息公开程度与立法技术低以及部门利益保护等问题,为实现地方立法规范化发展,在地方立法过程中必须坚持人大的主导作用、重视立法协调工作、保证群众有序参与立法、加强对立法指导、提高立法专业化水平以及坚持立法前评估与立法后评估并举制度等。

Local legislation as an important part of our legislation,it plays an important role in the improvement of legislation.after the legislation law is revised,the city divided into districts get new local legislative power,which is put forward new demands to improve the quality of local legislation.Local legislation standardization development is particularly important,exist in the process of facing the local legislation of National People＇s Congress to participate in legislation enthusiasm is not high,lack of local characteristics,low level of information disclosure and legislative technology and departmental benefit protection problem.In order to achieve standardization development of local legislation,in the process of local legislation must insist on the guiding role of the National People＇s Congress,attaches great importance to the coordination work,to ensure the orderly participation in legislation,strengthen legislative guidance,improve the level of specialization of legislation,and insist on legislation before the assessment and evaluation after legislation and system,etc.
