海关治理体系构成要素研究——基于战略管理视角

Studies on Components of Customs Governance System- From the Perspective of Strategic Management

海关管理作为国家治理体系中的重要环节,其依法行政水平和进出境管控能力对国家治理能力现代化具有重要影响。海关治理体系的安排和治理能力的提升,依托于海关发展战略的选择,服务于国家整体发展战略。本文选取战略管理视角,总结国外海关治理体系安排和发展战略选择的经验启示,提出中国海关治理体系构成要素,以期对海关治理体系和治理能力现代化建设有所助益。

Since Customs administration is an essential link in the national governance system,the level of administration by law and the effectiveness of control are of great significance to the modernization of the national governance ability. The design of Customs governance system and the progress of Customs governance ability depend on the option of Customs development strategies and serve the overall national development strategy. From the perspective of strategic management,this paper reviews experience and inspirations from the design of foreign Customs governance system and their development strategic options,and recommends the components of the governance system of China Customs,so as to shed light on the modernization of China Customs governance system and ability.
